UCMR-ADA (Uniunea Compozitorilor si Muzicologilor din Romania - Asociatia pentru Drepturi de Autor, or Romanian Musical Performing and Mechanical Rights Society) is Romania's main collective management organization for musical works. Founded in 1927 under the coordination of George Enescu, it manages both performing and mechanical rights for composers, lyricists, and publishers. UCMR-ADA administers public communication, broadcasting, reproduction, distribution, cable retransmission, and private copy remuneration rights on the territory of Romania.
How UCMR-ADA Works
UCMR-ADA issues licenses to radio stations, television networks, streaming services, concert venues, restaurants, hotels, retail stores, malls, airports, office buildings, and any business that plays music publicly in Romania. License fees are collected and distributed to rights holders based on usage data and an established distribution system.
The organization collects royalties across multiple categories. The largest category, ambiental (background music), accounted for approximately 27% of total collections in 2023. In 2023, UCMR-ADA collected 42.88 million RON (approximately 9.45 million USD) in the ambiental category alone, distributing 24.35 million RON to 2,600 members. Collections in this category occur monthly or per event, covering hotels, restaurants, malls, airports, office buildings, medical facilities, sports arenas, conferences, weddings, and other events.
UCMR-ADA uses an "analogy" method for distributing ambiental royalties. The organization reviews playlists from selected radio and TV stations and concert promoters, then assigns weights: 65% for radio playlists, 30% for TV, and 5% for concerts. This creates an incentive for composers to have their music played on those specific stations to collect royalties in the most lucrative category.
The organization operates under Romania's copyright law, which was modernized in 1996. UCMR-ADA is supervised by ORDA (Oficiul Roman al Drepturilor de Autor, the Romanian Copyright Office). It has reciprocal representation agreements with foreign collective management organizations, enabling collection of international royalties for Romanian members and representation of foreign authors in Romania.
UCMR-ADA manages both performing rights and mechanical rights, unlike some countries where these are split between separate organizations. Other CMOs in Romania handle different rights categories: CREDIDAM manages performers' rights, DACIN SARA manages audiovisual authors' rights, and UPFR manages phonographic producers' rights.
Real-World Example
A Romanian songwriter joins UCMR-ADA and registers 25 songs. A Bucharest radio station plays 8 of those songs in rotation, a streaming service reports 400,000 streams, and three restaurants in Cluj hold UCMR-ADA licenses covering background music. UCMR-ADA collects royalties from all three sources.
The songwriter receives distributions based on the analogy method for ambiental royalties (weighted 65% radio, 30% TV, 5% concerts) and direct usage data for broadcasting and streaming. If the same songs are played on radio in Hungary, UCMR-ADA's reciprocal agreement with ARTISJUS means ARTISJUS collects those royalties and remits them to UCMR-ADA, which distributes them to the songwriter.
Romanian royalty levels are lower than Western European PROs due to market size and economic conditions. A Romanian composer with 30 songs receiving regular airplay and moderate streaming activity might earn anywhere from 10,000 to 150,000 RON or more annually, depending on usage scale. Top composers in Romania have reported annual royalties ranging from 26,700 RON to over 238,000 RON.
Why It Matters for Independent Artists
If you are a Romanian songwriter, composer, or lyricist, UCMR-ADA is your primary interface for collecting copyright royalties in Romania. It manages both performing and mechanical rights, so you do not need to join separate organizations for each category. Membership is open to creators and publishers.
Register every composition with UCMR-ADA before commercial release. Unregistered works earn zero royalties, even if they receive extensive radio airplay or streaming activity. Submit accurate metadata including ISRC codes, ISWC numbers, and split sheets. Clarify contractually which rights you entrust to UCMR-ADA for collective management, for how long, and under what conditions.
The analogy distribution method for ambiental royalties means your radio and TV airplay directly affects your background music royalties. Getting your music played on the specific stations that UCMR-ADA monitors increases your share of the largest distribution category. Understand which stations are monitored and target your promotion accordingly.
If you are both a composer and a performer, you may need to join both UCMR-ADA (for composition rights) and CREDIDAM (for performer rights). These are separate organizations managing different rights categories. Do not assume a single membership covers everything.
If your music is played internationally, UCMR-ADA's reciprocal agreements with foreign CMOs mean those royalties flow back to you. Register your works so international performances are tracked.
