UCMR-ADA

UCMR-ADA (Uniunea Compozitorilor si Muzicologilor din Romania - Asociatia pentru Drepturi de Autor, or Romanian Musical Performing and Mechanical Rights Society) is Romania's main collective management organization for musical works. Founded in 1927 under the coordination of George Enescu, it manages both performing and mechanical rights for composers, lyricists, and publishers. UCMR-ADA administers public communication, broadcasting, reproduction, distribution, cable retransmission, and private copy remuneration rights on the territory of Romania.

How UCMR-ADA Works

UCMR-ADA issues licenses to radio stations, television networks, streaming services, concert venues, restaurants, hotels, retail stores, malls, airports, office buildings, and any business that plays music publicly in Romania. UCMR-ADA uses an "analogy" method for distributing ambiental royalties. The organization reviews playlists from selected radio and TV stations and concert promoters, then assigns weights: 65% for radio playlists, 30% for TV, and 5% for concerts. This creates an incentive for composers to have their music played on those specific stations to collect royalties in the most lucrative category.

How to Join and Membership Fees

UCMR-ADA does not charge joining fees or annual dues. To join, you must be a composer, lyricist, arranger of musical works, an heir of such creators, or a music publisher. The membership process involves registering with UCMR-ADA and submitting documentation of your works. Once registered, members gain access to an online platform where they can view gross revenues by source, legal and statutory deductions, net payments, and payment dates for each distribution.

Overhead Rate

UCMR-ADA applies a tiered administration rate based on the category of rights and type of use:

• 14% for public performance rights (background music, internet, cinema, ringtones)
• 14% for broadcast (radio and television)
• 14% for retransmission (cable and DTH)
• 10% for public performance rights (concerts, shows, and artistic events)
• 14% for reproduction (phonograms, videograms, downloads, ringtones)
• 10% for reproduction (private copy)
• 5% for royalties collected from foreign CMOs
• 1% for royalties collected by SIEA (Italy) for multi-territorial online exploitations

Additionally, UCMR-ADA deducts a 2% social and cultural deduction from the gross amount distributed individually, after the administrative commission is deducted. This deduction is applied in accordance with Article 6.5 letter b) of the UCMR-ADA Statute and within the limits set by representation contracts with similar CMOs.
